Texas Education Reform: A Step Forward, But Room for Improvement

A recent session of the Texas Legislature brought significant changes to the state’s education system, aimed at improving student outcomes both in the workforce and in life. While the reforms are not without flaws, they represent a promising step toward enhancing public education.

Central to the debate were public school funding and Governor Greg Abbott’s long-anticipated “school choice” initiative. The new voucher program, which has a $1 billion budget for its first year, aims to serve approximately 100,000 students, with eligibility primarily being universal but incorporating means testing. This tiered selection will prioritize low-income students and those with disabilities, ensuring equitable access but necessitating close monitoring of its outcomes and expenditures.

In addition to the voucher measures, House Bill 2 allocated a record-breaking $8.5 billion in new funding for public schools. Although the per-student funding increase was modest—raising the basic allotment by just $55—this bill directs significant resources towards special education, teacher raises, and other essential areas like school security.

Important advancements also surfaced in early literacy, with new screening protocols for students from kindergarten to third grade. Those falling behind can access grants for tutoring. Discipline reforms introduced in House Bill 6 offer schools greater flexibility in handling behavior issues, especially for younger students.

Despite missing the chance to overhaul the STAAR testing system, lawmakers passed measures to limit cellphone use in classrooms and mandated the display of the Ten Commandments, a controversial move likely to face legal scrutiny.

While the session yielded mixed results, the legislative steps taken should ultimately enhance educational outcomes for Texas students, emphasizing the significance of ongoing discussions about education policy and funding.
